Bull's-eye

I was waiting in the coffee shop this morning and there was a man there on his phone. I now have written on the back of my checkbook some of the things he was saying because frankly they were making me laugh. My favorite was him getting mad and saying "It is bullshit in the highest bull." What does that mean???
